If you own a Magic Jack Internet Phone and you live in the US you can call Canada, Porto Rico, or the Virgin Islands for free. This works if you live in any of these countries calling the other but I believe that all will have to have a US area code and phone number.

To call anywhere else in the world, you can buy minutes and the rate for that region applies for the fixed or mobile number you call.
